Changes

Aligned specs with actual relay status logic and implementation.
Updated billing flows to correctly handle delinquent vs inactive states, including reactivation conditions and overdue handling.
Added missing mark_relay_delinquent command spec and clarified its distinction from deactivate_relay.
Fixed API and model docs to reflect accurate guard conditions and status definitions.
