Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Billing should be handled in response to user actions, opening dialogs when attention is needed. The billing alert on the relay page isn't very visible, because it's only there when the user visits the page — there's no indication of anything wrong on any other page. Instead, we should move the banner to a smaller strip along the top of the relay list screen. If there's any billing problem (any paid relays but no payment method set up), show this alert and direct the user to the account page.
The billing section of the account page should likewise show more info. If attention is needed, it should use the same alert style as the banner, which a call to action to set up payments.
